A big part of forecasting in Canada is based on the temperature of the ocean, said Phillips. If the water is colder than normal, it's an El Nino year and temperatures will likely be below average -- nine times out of 11.

If the ocean is warmer than normal, it will be a La Nina year, and the opposite applies.

This is backwards, at least for the ocean off BC, which is what affects Alberta winters (or at least during chinooks). Unless they're talking about another part of the ocean...
